Contract Specialist I

Job Announcement

This position works within the county's central procurement office. Conducts a wide variety of moderately complex contracting responsibilities, to include the procurement of goods and services and administration of contracts and related work as required. Receives, reviews and processes contract and procurement requests from county departments for the contracting of goods and services, exercising discretion and judgment within established procedures and scope of responsibility. Selects appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition challenges. Prepares invitations for bids to include appropriate standard clauses and special provisions, and pricing and payment terms. Conducts pre-bid conferences and public bid openings. Initiates, establishes, and maintains contract file documentation using electronic procurement system. Prepares final contract award documents, administers vendor performance and takes corrective action when necessary. Maintains progress reports and performance metrics on contract actions. Prepares for and conducts contract negotiations to include license agreements, warranty, lease/purchase agreements.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with major course work in business administration, public administration or a related field.

BRIDGE CLASS EMPLOYMENT STANDARDS:
Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.
This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.
The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Knowledge of procurement and contracting principles, policies and procedures. Skill in fundamental computer operations, including working knowledge of word processing through Word and spreadsheet operations through Excel. Experience with automated procurement system(s). Experience in procuring a variety of goods and services and administering contracts for a state or local government or public school system. Excellent customer service record. Well-developed oral and written communication skills. Strong analytical and decision-making skills.

PHYSICAL REQUIREMENTS:
Duties are generally sedentary. Employees may be required to lift documents weighing no more than 10 pounds. Job is generally sedentary in nature. All duties performed with or without reasonable accommodations.

SELECTION PROCEDURE:
Panel interview and may include practical exercise.
