Financial Data Analyst
The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is the state agency that focuses solely on policies, programs, and services for people with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. As Georgia’s public safety net, DBHDD operates six field offices and five hospitals throughout the state within three program areas: behavioral health, developmental disabilities and hospital services.
The main office for DBHDD is located in downtown Atlanta.
Job Description
Job Title: Financial Data Analyst
Pay Grade: M- annual salary $85,000.00
Job Summary:
The Financial Data Analyst, a pivotal role significantly influencing our decision-making processes, reports to the Deputy Chief Officer (CFO) within the Office of Budget and Finance at the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD). This position is responsible for performing advanced quantitative analysis and strategic support. Work involves planning, developing, coordinating, and implementing new or enhanced systems that may serve multiple offices and programs. The Financial Data Analyst provides decision support planning, data research, analysis, and reporting functions to support our strategic goals. They also offer consultative services and technical assistance to DBHDD staff. The role requires applying complex statistical, financial, or operational data analysis and reporting to support management decision-making and formulate recommendations. The Financial Data Analyst prepares various reports, studies, and other deliverables for DBHDD, which may contain sensitive data, procedures, and sources. This position will operate in a cross-functional team and work closely with DBHDD staff to define and develop the data analysis and policy research necessary to fulfill the functions of the office. The Financial Data Analyst has considerable latitude for the use of initiative and independent judgment, underscoring the importance of their role in our decision-making processes.
Job Duties and Responsibilities:
· Develops and implements data research and analytical procedures; assesses the validity of data methods and/or procedures for appropriate application; applies advanced statistical techniques to all related data sources.
· Assist with coordinating project design, planning, analysis, and reporting on all assigned data initiatives.
· Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations.
· Effectively communicate analysis and findings to internal and external entities. Provides consultation and assistance to DBHDD staff in developing methods and strategies for effective reporting.
· Leverage a variety of tools and approaches to solve complex business objectives (Statistical Natural Language Processing, Information Retrieval/Extraction, Machine Learning/ Deep Learning, Image Processing, Rules Engines, Knowledge Graphs)
· Must be organized and can analyze the results of their research to formulate conclusions.
· Facilitates testing and evaluation of newly developed knowledge, methods, and techniques.
· Serve as a liaison regarding quantitative analysis.
· Perform review and analysis of program budget and policy issues, analyze financial trends or proposed legislation, and recommend appropriate courses of action.
· Access DBHDD's information technology and analytic goals and take responsibility for implementing information systems to meet those goals.
· Works with multiple offices and programs to understand agency programs and analytic initiatives.
· Interprets policies, standards, and procedures, participates in training workshops and joint initiatives, and provides advice and recommendations.
· Develops and automates reports using SQL, SAS, and Microsoft PowerBI.
· Performs other duties necessary to achieve the Office of Budget and Finance mission.
Minimum Training and Experience:
· Minimum of three years of government work experience leading analytic work streams with two plus other data & analytics professionals, including innovation, quality management, utilizing analytics, software development processes, and modeling processes (data discovery, cleaning, model selection, validation, and deployment).
· Bachelor’s Degree from an accredited college or university in a related field (Business, Data Analytics, Business Statistics, Public Administration, Decision Support, Operation Management, etc.)
· Minimum of three years or more work and/or educational experience with collection, analyses, and dissemination of large governmental datasets required.
· Minimum of three years of experience and high-level proficiency with SQL and SAS programming language as well as SAS Products (Base SAS, Enterprise Guide (EG), Visual Analytics (VA), etc.) and Microsoft PowerBI.
· Strong experience in understanding and documenting governmental data requirements for reporting purposes.
· Understanding government data preparation, machine learning, deep learning, and natural language processing; ability to discuss the pros and cons of modeling approaches; Understanding development practices such as testing, code design, complexity, and code optimization in a government setting.
· Capacity to provide Senior management with an accurate, timely, and comprehensive evaluation of systems, processes, and functions related to quantitative analysis initiatives.
· Ability to handle multiple projects simultaneously.
· Undergraduate or Graduate coursework in Business Forecasting and/or statistics, Data Management, and Regression Analysis.
· Formal Microsoft PowerBI and SAS training in Predictive Modeling, Applied Analytics, and Programming.
· Possess a thorough understanding of Extract, Transfer, and Loads (ETL) processes.
· Must have knowledge of advanced quantitative analysis and other critical technical topics in computing.
Preferred Training and Experience:
· Master’s Degree from an accredited college or university in a related field (Business, data analytics, business statistics, public administration, decision support, operation management, etc.)
· Genuine interest in financial and operation data analysis.
· Experience with requirements gathering.
· Robust analytical and problem-solving skills.
· Multidisciplinary background is preferred.
