Job Purpose
The EMS Training and Compliance Officer is responsible for planning, coordinating, delivering, and evaluating educational programs while ensuring regulatory compliance for Duplin County EMS. This position oversees employee orientation, continuing education, clinical competency validation, and certification management to maintain a highly trained workforce capable of delivering exceptional prehospital patient care.
The EMS Training and Compliance Officer serves as the agency's primary coordinator for workforce development, quality education, and regulatory compliance with the North Carolina Office of EMS (NCOEMS), local medical direction, county policies, and applicable state and federal regulations. This position works collaboratively with the EMS Division Chief, Shift Supervisors, Medical Director, and administrative staff to promote clinical excellence, professional development, and organizational accountability.
Duties and Responsibilities
- Develops, coordinates, and implements the agency's annual education and training program.
- Plans and delivers orientation programs for newly hired personnel.
- Coordinates continuing education programs to ensure employees maintain all required certifications and licensure.
- Serves as the agency's primary EMS instructor and facilitates classroom, laboratory, simulation, and field-based education.
- Conducts clinical skills evaluations, competency assessments, and annual credentialing.
- Develops lesson plans, educational materials, and training schedules that meet NCOEMS and agency requirements.
- Coordinates specialty education including trauma, cardiac, pediatric, airway management, infection control, hazardous materials, and disaster response.
- Assists with precepting, mentoring, and evaluating new employees during orientation.
- Maintains employee training records and competency documentation.
- Ensures agency compliance with North Carolina Office of EMS regulations and educational standards.
- Maintains records of employee certifications, licensure, continuing education hours, and instructor credentials.
- Tracks certification expiration dates and ensures timely renewal of all required credentials.
- Conducts internal audits of personnel files, training documentation, and compliance records.
- Assists with quality improvement (QI) initiatives through review of patient care documentation, protocol compliance, and clinical performance trends.
- Collaborates with the Medical Director to identify educational needs resulting from quality assurance reviews.
- Assists with preparation for state inspections, accreditation surveys, and regulatory audits.
- Monitors changes in EMS regulations, protocols, and industry standards and updates agency training accordingly.
- Develops annual training calendars and educational objectives.
- Prepares reports regarding training participation, compliance metrics, and workforce development.
- Maintains inventory of educational supplies, simulation equipment, and training resources.
- Assists with development and revision of EMS policies, procedures, and clinical guidelines.
- Coordinates outside instructors, regional educational opportunities, and specialty training programs.
- Assists with grant applications and reporting related to education and workforce development.
- Participates in departmental committees and leadership meetings.

- Represents Duplin County EMS at regional meetings, educational conferences, and professional organizations.
- Coordinates community CPR and public education programs.
- Assists with recruitment events, career fairs, and EMS student engagement.
- Participates in special projects assigned by the EMS Division Chief.
- Performs other duties as assigned.
Qualifications
Education and Experience
Minimum Requirements:
- Associate's Degree in Emergency Medical Care or closely related field.
- Current North Carolina Office of EMS (NCOEMS) Credential as a Paramedic.
- 5 years as a credentialed and functioning Paramedic
- Current NCOEMS Level I Paramedic Instructor Credential
- Three (3) years of EMS instructional or training experience.
- Current instructor certifications to teach:
- CPR/BLS
- ACLS
- PALS
- PHTLS
- Valid North Carolina Driver's License with acceptable driving record.
Preferred Qualifications:
Bachelor’s Degree in Emergency Medical Services, Healthcare Administration, Education, Public Administration, or related field.
- NCOEMS Level II Paramedic Instructor Credential
- Five (5) years of progressively responsible experience as a Paramedic in a high-performance 911 EMS system.
- Five (5) years of EMS instructional or training experience.
- Experience coordinating continuing education and competency programs.
- Experience with electronic learning management systems (LMS).
- Experience with quality improvement and clinical compliance programs.
- Additional instructor credentials in courses such as AMLS, GEMS, TECC, or PEPP.
- Experience preparing agencies for state inspections or accreditation.

- Documentation requirements, electronic patient care reporting systems, and learning management systems.
- County personnel policies and applicable OSHA, HIPAA, and infection control regulations.
- Delivering engaging classroom, simulation, and field-based instruction.
- Developing educational curricula and evaluating learner performance.
- Conducting clinical competency assessments and remediation.
- Interpreting regulations and applying compliance standards.
- Preparing reports, maintaining records, and managing multiple projects simultaneously.
- Public speaking and professional presentations.
- Building collaborative relationships with employees, instructors, hospitals, educational institutions, and regulatory agencies.
Special Requirements
All employees should possess a valid North Carolina driver’s license.
All employees may be requested to perform other duties as assigned.
All employees may be required to assist county operations during a State of Emergency, disaster or other county event.
This is a 24/7 “On Call position and the successful candidate must live within 30 miles of Kenansville with six (6) months of starting with the County
