County Engineer

About the Role:

Under the supervision of the County Board of Commissioners and working closely with the Highway Department portfolio holder; is responsible to the County Commission for all aspects of the Burleigh County Highway Department. This position is responsible for the duties as listed in NDCC §11.31-03 and provides professional and technical leadership to the County Highway Department, including policy and procedural guidance to supervisors and workers.

Minimum Qualifications:

  1. Must have a bachelor’s degree in Civil Engineering or a closely related field, supplemented by three (3) to five (5) years of experience in management of a public works department responsible for roads and bridges.
  2. Must have considerable knowledge of highway engineering construction, design and research theory, principles, practices, and equipment as related to road construction, design and research theory, principles, practices, and equipment as related to road construction and must become a registered Professional Engineer in North Dakota within one year of hire.
  3. Must have the ability to prepare, interpret, legally authorize, and utilize civil engineering plans, maps, specifications, and reports.
  4. Must have thorough knowledge of the preventive maintenance requirements, safe operating requirements and skilled operating requirements of the equipment involved.
  5. Must possess a valid Class D North Dakota driver’s license with a clean driving record.
  6. Must have reasonable interpersonal communication skills and be able to interact with fellow employees, professional staff, contractors, Commissioners, and the public.
  7. Applicant will be subject to a standard post-offer background, credit, and criminal records check.

Primary Job Duties:

  • This position has the ultimate responsibility for all work done by the Burleigh County Highway Department.
  • Plan public roadway improvement projects, design highway and bridge improvements, monitor, inspect and represent County Highway Department in all related matters.
  • Manages the various operations of the Highway Department, such as bridges, drainage structures, signing, maintenance and repair of County roads or roads under the control of Burleigh County.
  • Perform and supervise County construction survey, County road approach program, and supervise technical and office personnel.
  • Monitor, inspect, and accept subdivision roads built by developers, prepare sketches and drawings, create legal land descriptions for road work and inspect and approve irregular survey plats.
  • Manages the allocation of material and manpower resources to various projects, setting priorities to deal with emergencies and unanticipated needs, and coordinate maintenance and repair activities with other public and private agencies.
  • Ensures that all County highways are properly repaired and maintained, including sealing and patching of asphalt highways, installing, and maintaining all road signs.
  • Research, prepare and monitor expenditures of annual budget for the department, assist in selection of equipment purchases, manage cost accounting of construction projects, and monitor and control accounts payable and receivable.
  • Act as liaison with state, federal, local planning groups, and other county road departments; monitor legislative activity and participate in processes as necessary; represent County Highway Department in related matters with all other agencies.
  • Regulate and approve utility locations in public roadways, control seasonal load limit program, analyze and approve special assessment district improvements, and approve right-of-way data.
  • Participate in media events relating to local roads, communicate with the public by answering questions and complaints, attend and participate in meetings with County Commissioners and other groups.
  • Approve compliance of City and County regulated rural subdivision, plats with current roadway standards, particularly the adequacy of storm water management plans created by professional consulting engineers.
  • Contracting and/or negotiating with organized townships for County services.
  • Required to maintain the Burleigh County Highway Department policy manual.
  • Reviews and approves legal land survey work that is related to County plats or Highway Department projects.
  • Fill in for County Road Superintendent in his/her absence.
  • Perform other duties as required and/or assigned.

Accountabilities:

  1. Ensure that all County roads are properly repaired and maintained using a combination of operators and equipment best suited to perform key maintenance and construction activities.
  2. Ensure quality of construction projects by inspecting construction sites and supervising Engineer Technicians and Road Superintendent, to assure conformity with design, safety of workers, and satisfaction of the public.
  3. Ensure the accuracy of all documentation and reports regarding construction projects, personnel management, materials used, and equipment and employee hours used.
  4. Review reports and documentation written by other personnel for accuracy.
  5. Create a positive and productive work atmosphere by communicating and maintaining a professional manner with supervisor, employees, and the public.
  6. Prepare formal reports and necessary paperwork for tracking purposes.
