English Language Development Teacher
SUMMARY: Under the direct supervision of the Curriculum Supervisor and Building Principal, this position assesses and identifies students eligible for the English as a Language Development program, and those ready to exit the program. The ELD Teacher assists in the development of skills necessary for the acquisition of English to ensure that limited English speaking students achieve maximum benefit and gain opportunities from their educational experience. The ELD Teacher administers assessments, arranges for appropriate modifications and accommodations for students, and advocates for the needs of English Learners and their families.
This position works with a diverse group of external stakeholders, including parents and community members and internal contacts at all levels of the organization.
ESSENTIAL FUNCTIONS:
- Assesses PHLOTE (Primary or Home Language Other Than English) students’ academic and social needs based on home language survey, parent interview, test results, grades and history.
- Administers required screeners to appropriately identified students, then places English Learner (EL) students for ELD program services using state-determined requirements.
- Accurately reclassifies ELs on a yearly basis, per state guidelines, and monitors reclassified ELs’ student progress each semester, per state guidelines, to ensure sustainability of achievement or need for further interventions.
- Coordinates for and/or administers state and local assessments to ELs, ensuring the appropriate accommodations and modifications are in place.
- Works with students to develop the skills necessary for the acquisition of English at each individual student’s pace, taking into consideration ability, achievement, history, and motivational factors.
- Assists in managing the District’s ELD program by maintaining students’ ELD files within the cumulative folders; conferences with supervisor, principal, staff and parents/guardians regarding EL students’ academic placement, standing, progress, and needs; creates and submits required schedules and reports to principal and supervisor when requested; and assists with state requirements and federal requirements, as directed by the curriculum supervisor
- Serves as a liaison between the school and home by consulting with parents/guardians about ELD program services and student progress; organizing and participating in parent events at the building and district levels; and serving as a communication link among families, school and staff.
- Maintains student achievement data, including measures associated with student efficacy to evaluate program effectiveness, and uses relevant student achievement data to plan and deliver differentiated ELD lessons
- Assists students by consulting with principals, curriculum supervisor, and counselor when selecting courses for EL students to ensure compliance requirements and proper accreditation to graduate are met.
- Serves as a source of ELD information in the building by attending meetings/conferences with appropriate District personnel and supplying expertise, data, and information when necessary; and assisting with building and District level staff development on English Language Development and English Learners.
- Stays abreast of current federal, state, and local requirements, guidelines, and trends in education, particularly in the area of English Language Development.
- Other tasks as assigned by the Building Principal, and/or Curriculum Supervisor.
REQUIRED QUALIFICATIONS:
- Bachelor’s Degree
- Pennsylvania Program Specialist Certification for English as a Second Language (ESL) K-12 earned after 2004; or any other equivalent certification deemed appropriate by the Pennsylvania Department of Education.
PREFERED QUALIFICATIONS:
- Fluency in a second language
- Additional Pennsylvania Instructional I or Instructional II certification(s)
- Experience in a Pennsylvania public school
- Previous experience in co-teaching settings
TERMS OF EMPLOYMENT: Terms of employment are based on the PASD School Board approved job-offer made to each individual holding this position (including Full Time Equivalent status “FTE”), and based on the information provided within the current Phoenixville Area Education Association Collective Bargaining Agreement.
EVALUATION: The manner in which the ELD Teacher performs his/her duties will be evaluated by the Building Principal.
WORKING CONDITIONS: Inside (95%). Some outside work in all weather conditions may be required to complete assigned duties and/or during emergency drills. Most of this role is performed on one’s feet, and the position allows for minimal time sitting or resting. Physical restraint of students may be necessary when appropriate. At times, running may be required for the safety of students.
WORK ENVIRONMENT: This job operates in a professional classroom/school environment. This role routinely uses standard office equipment and classroom materials including but not limited to: books, whiteboards and dry-erase markers, electronic equipment, push carts, and computers.

LANGUAGE SKILLS: Superior command of the English language necessary. Ability to communicate in-person, over the phone and via electronic means required. Ability to empathize with students, family members, and community members required.
MATHEMATICAL SKILLS: Knowledge of basic Algebraic concepts required. Ability to apply concepts such as fractions, percentages, ratios and proportions is necessary. Understanding of time and scheduling required. Understanding of mathematics related to grading student work is required.
